How to Apply for the Min-saeng Recovery Voucher as a Foreign Resident

For foreign residents in Korea, eligibility and application procedures for the Min-saeng Recovery Voucher may differ depending on your residency status and household registration. This guide provides detailed instructions to help foreign residents apply properly and receive benefits if eligible.

1️⃣ Check Your Eligibility

Foreign residents can apply for the Min-saeng Recovery Voucher if they meet one of the following conditions:

  • Registered as part of a Korean household
    • You must be listed on the resident registration (주민등록표) with at least one Korean national in the same household and have active enrollment in the National Health Insurance (as a subscriber, dependent, or medical aid beneficiary).
    • This is common for foreign spouses or family members of Korean nationals.
  • Independent household with specific residency status
    • You must hold one of the following valid visas:
      • F-5 (permanent residency)
      • F-6 (marriage immigrant)
      • F-2-4 (recognized refugee)
    • You must also have active enrollment in the National Health Insurance.

2️⃣ Application Period and Methods

Foreign residents may apply starting from July 21, 2025, using the same process as Korean citizens.

  • Online Application
    • Visit Government24 (www.gov.kr) or the National Notification Service website to apply.
    • During the verification process, enter your foreigner registration number. If your health insurance status is verified, you can proceed with the application.
    • Alternatively, you can apply via major mobile apps (Naver, KakaoTalk, Toss, KB Kookmin Bank app, Woori Bank app, etc.—a total of 17 supported apps).
    • If you register for the advance notification service through one of these apps starting July 14, you will be informed of your eligible amount, how to apply, and how to use it around July 19.
  • Offline Application
    • You may visit your local community service center (주민센터) in person.
    • Be sure to bring the following documents:
      • Foreigner Registration Card
      • Health Insurance Certificate or proof of coverage
      • Resident Registration Certificate (if registered in a Korean household)
      • If you are applying as an independent household, present proof of your F-5, F-6, or F-2-4 status.

3️⃣ Payment Method and Usage

Once approved, you will receive the voucher on your registered credit, debit, or prepaid card.
The usage restrictions and eligible stores are identical to those for Korean citizens:

  • You may use the voucher at small businesses (annual revenue of less than KRW 3 billion) until the end of November 2025.
  • The voucher cannot be used at large retailers, online shopping platforms, or other restricted businesses.

4️⃣ Important Notes

  • Foreigners must have active enrollment in the National Health Insurance program at the time of application.
  • Applications will be rejected if your foreigner registration has expired or your insurance coverage is inactive.
  • Some local governments may request additional documentation, so please check with your local office in advance.
  • Multilingual support is available at some community centers or multicultural family support centers.
